The NSNP Entrepreneur Stream allows Nova Scotia to recruit and nominate qualified business investors and entrepreneurs from around the world who have the intent and ability to start or purchase businesses in Nova Scotia
The program’s objective is to stimulate economic growth and create jobs in Nova Scotia. Immigrant entrepreneurs who are selected to participate in the program are given a two-year work permit. While that permit is in effect, an entrepreneur must actively manage his or her business for at least 12 months. Participants who successfully complete all NSNP Entrepreneur Stream requirements will become provincial nominees, making them and their family members eligible for expedited permanent residence in Canada.
Applicant Qualifying Criteria
- Meet personal net worth requirements of at least CAD $600,000.
- Be between the age of 22 and 55.
- Be a business owner for a minimum of three of the past five years or be a senior manager in a business in five out of the last five years.
- Take an approved English or French language test and score at least CLB 5.
- Have at a minimum a two-year post-secondary education equal to a Canadian credential (ECA report required if foreign credential)
- The entrepreneur must invest at least $250,000 of their own money to establish a business located in New Brunswick
- Create at least two full-time jobs for Canadians or permanent residents in New Brunswick. VERIFICATION OF PERSONAL NET
Verification of Personal Net Worth
As part of the application process, the personal net worth of the primary applicant must be verified by a qualified supplier. The cost of the review is typically in a range of CAD $3,000 to CAD $5,000. The applicant must give the qualified supplier access to all documentation (such as bank statements, investment statements, and proof of property ownership) that the qualified supplier needs to verify his or her net worth.
The NSNP Entrepreneur process:
- Submit an online registration (EOI)
- Wait for an invitation to apply (ITA)
- Submit an online application to the NSNP
- If the application is approved, attend a mandatory in-person interview at the NSNP office in Halifax
- Sign a performance agreement
- Obtain a work permit and establish residence in Nova Scotia
- Establish and manage the business in Nova Scotia for at least 12 months
- Submit a final report
- Await confirmation of nomination as a provincial nominee
- Apply for permanent residence (including eligible family members)
- Obtain permanent residence visas

Immigration Strategy and Option: An RCIC can advise you on the different options that are available to you to obtain permanent residence in Canada and explain the pros and cons of each option. It is important you choose the best immigration program from the start as this will likely save you time and money in the long run.
- Professional Representation:
If you do not have a representative assisting you then you will probably only submit the required documentation listed on the PNP or IRCC checklist. Submitting only these documents may be enough to result in a favorable decision. However, submitting only those documents sometimes is not enough to make your case and to satisfy the visa officer you meet the requirements of the visa. Generally, it is wise to submit as much evidence as you can above and beyond the minimum required by the PNP office or IRCC. Your representative can assist you in preparing and submitting a strong application by identifying the weaknesses in your application and advising you how to strengthen your application.
- Submission letter:
An RCIC will prepare and submit a submission letter on behalf of the applicant along with the application. The submission letter is an important part of the application which summarizes and more importantly demonstrates why you meet the requirements of the visa.

The visa officer has reason to believe the applicant has provided false information or documents in the application. For example if an applicant fails to disclose a previous visa refusal to another country such as the United States the result will be a finding of inadmissibility for misrepresentation and a ban of 5 years from Canada. Another common example of misrepresentation is failing to disclose facts about their criminal history on their application.
The visa officer is not convinced that a genuine or real relationship exists and may suspect that the relationship was entered into solely for the purpose of obtaining permanent residence status in Canada. This is known as a marriage of convenience.
The visa officer suspects or has evidence to believe that the applicant has committed or been convicted of a criminal offense in Canada or outside of Canada that would render them inadmissible to Canada meaning they would not be allowed to entry the country.
Applicants with a medical issue may be found medically inadmissible to Canada. This is common in family sponsorship cases especially those involving elderly family members.
Persons who have served in the military or in some government positions or who were members of certain organizations may be required to provide more information to IRCC about their roles and activities to determine if they are inadmissible to Canada for security reasons.
Visa officers can issue a PFL for a variety of reasons if they require more documentation or evidence about an area of an application.
